President of the Board of the Portuguese Association of Higher Education Publishers (APEES) (2014-).

Professor at the Open University and Pro-Rector for Institutional Development and Legal Affairs at this university (2015-).

Deputy Director of the FCT Infante Dom Henrique Chair for Atlantic Insular Studies and Globalization (CIDH) (2015-).

He was a member of the Board of Directors of the European Union Agency for Fundamental Rights (FRA), based in Vienna, and a member of the Editorial Board.

With extensive participation in scientific events and more than a hundred publications in Portugal and abroad, his scientific interests are focused on the areas of Political Science, Public and European Law and Science and Higher Education.
